In response to requests for additional detailed studies of errors and special conditions that arise from paper shifts or plate flaws, marks or breaks, this Report will illustrate some stamps with flaws that actually made it to an envelope and went through the mail.

No. 135 stamps shows a metal tall on the right 0. This plate flaw can be found in Reid 2 of the full sheet of stamps, shown below. The full cover is illustrated on Page 3.
