The numerous complaints about irregularities in the Postal Supervision Offices cause me to make arrangements to increase measures for the prevention of robbery or interception of mail which must undergo inspection.

As it is not possible, from here, to control uniformly the routine work of the Postal Supervision and Examination Offices in every detail, I am giving, in agreement with the Central Government Minister for Posts, the following general guidelines for the handling of mail in Postal Supervision Offices. It remains the task of the Regional Finance Offices, also the heads of the individual Postal Supervision Offices, in conjunction with the Head Post Offices, to meet the additional requirements as far as receipt and delivery of mail is
concerned, according to prevailing circumstances. It is particularly important to note that neither a delay in carrying out of the inspection, nor a staff increase can be allowed to take place because of the increased security measures. Deviation from the following guidelines can only be permitted if, allowing for local conditions, already existing instructions fulfill the same purpose and if these guarantee the security of the mail entrusted to the Postal Supervision Office in the same way.

I. In General

1. The head of the Postal Supervision Office is responsible for the entire regular business and for the execution and observing of the orders from the Central Government Minister for Finance and the Regional Finance Office. Office hours are to be adhered to strictly; worktime should basically suit the local post and rail service; any wishes of the Postal Administration should be met if at all possible.

2. The place of work of the reception staff at the Postal Supervision Office is to be secured or fenced of f so that appropriation of mail by a third person is not possible.

3. As a matter of principle, mail must only be handed over in exchange for a receipt even within the confines of the Postal Supervision Office.

4. The highest security is to be established by the provision (where they are not already available) of securely lockable chests or cupboards or by the erection of a lockable gate. On leaving the work place, letters must not be left behind. At the end of working hours, every inspector must hand back to the distribution point the letters allotted to him.

5. The inspectors must stamp their numeral cachet beside their signature in the attendance register. In order to rule out the unauthorized use of the cachets, they must be kept locked up.
